C3A Consortium

Awareness, Advocacy, Action in Combating Elder Abuse

About C3A

C3A ConsortiumOur Mission:  The C3A Consortium advocates for older adults who may be victims of elder abuse and/or neglect. We strive to promote elder abuse awareness, strengthen state mandated protective services, and increase state and federal funding for adult protective services (APS).

The C3A Consortium evolved from the Adult Protective Services Legislation
Committee which drafted and advocated for the enactment of Ohio’s Protective
Services Law for Adults. Ohio’s APS law was enacted March 30, 1981.

Highlights of C3A accomplishments since its inception:

  • Creation of the Domestic Violence/Elder Abuse Roundtable
  • Design and distribution of Break the Silence cards to help first responders identify and report elder abuse, neglect and exploitation
  • Enactment of Ohio’s Protective Services Law for Adults
  • Institution of an annual, full day professional conference providing annual recognition to leaders in the field of abuse intervention and prevention

The C3A Consortium is an auspice of the Western Reserve Area Agency on Aging,
